What is the relationship between the 4th Hokage and Naruto

The 4th and Naruto both seem to have the same color hair and eyes. Could Naruto be his younger brother or maybe even his son? Or maybe naruto is Jiraiye's son and the 4th is a cousin? Where's the mom at?
