Which arancaar (no 11 and up) has strongest zanpakuto?

IMO, I think that the zanpakuto that the arancaar that had the bull and that almost got beat by that little girl is the strongest so far.

thats not really their zanpoktou changing it's them it's like the second Ova with that guy who fused with his sword.that bull dude was good i'll say he was the second strongest amongst the other.but the guy with the claws kicked hitsugaya's ass
