i believe so. when byakuya said only few people achieve bankai in a generation i didnt expect everybody to jump on the bandwagon and start going against that trend.
there should be something else to distinguish bankais otherwise it doesnt look like it is the privilege of the captains alone. well, maybe soul society really needs guys with bankai capabilities considering three of their captains have abandoned them.
