Yeah, that's what it''s supposed to be. I think before they goto Merman Island they're gonna have a fight the nobles arc.

I'm wondering why Hachi is so insistant that they avoid the nobles. I think its either for the Strawhats well being or he fears for his home.

Well, he knows they're strong. But they haven't showed everything they have to him yet. They're also ALOT stronger than the last time he saw them... Maybe he'll think they'll lose? Or at the very least get badly injured?

Its kind of suprising that the WG would allow the people of Merman Island to remains there. They seem quite happy to destroy even the smallest of perceived threats. And having people just below their most important city seems like a risk they wouldn't want to have around.

The aristocrats are on those islands. They have been made 800 years ago by 20 kings of the world goverment. If you fight against them, they would call an Admiral of the naval headquarters

Thanks for the spoilers blood eyes. If they're true then this would be the perfect time to introduce the other 2 admirals. The admirals are probably the strongest fighters the WG has and it would be interesting to see when the Strawhats will fight them. And given that they aren't the kind of people to sit back and not do something if they disagree with something thats happening regardless whether its the Navy or the Nobles.

Ones left behind on the ship are: Franky, Sanji, and Usopp.

Zoro tries to go alone. Sanji and Usopp tries to stop him.
Zoro: Who would get lost on an island like this? Each tree has a number written on it right? Even in worst case, all you have to do is ask people, and even a kid could make it back.

Zoro: As long as I don't forget the number of the tree here... it's number one

However, a bubble was hiding a "4". It's actually "41". Zoro is sure to get lost.

Luffy walks with Hacchan.
Hachi: The World Nobles are also called the Tenryuubito (Translates to Heavenly Dragon People). They are arrogant, and wears masks so they won't have to breath the same air as rest of the people. One thing to keep in mind is to not stand up against them. This island is where people going to the New World gather. Naturally, the Marines and the Bounty Hunters here are all fierce and capable ones fitting the level of this place!

Luffy and Hachi plays at the bubble store. They race each other on a bubble bycicle. A pirate spots them from far away, and comes running towards them asking for help. He has a collar on his neck.

It explodes.

Captain Akumate, a 60,000,000 berry bounty pirate, dies from the explosion.
The Heavenly Dragon People treats his corpse like a worthless bug.

Pappag: If you hurt a Tenryuubito, A Marine Admiral and his troops will come. 800 years ago, 20 kings founded the massive World Government. The Tenryuubito are the decendants of those kings. They long centuries of power have made them out of control.

Few things to note that's revealed on the pics, but not mentioned in himajin's summary.

The "slaves" of the Tenryuubito have the bomb-collar on their necks. If you break the chains and run away, it explodes. Here's a translation of Akumate's speech as he's yelling for help.

Akumate: Please! Please, I'm asking you please! Anyone, give me an axe or a saw!! I won't hurt anyone, I just want to break off this collar!! I gave up on the New World!! I have a wife and a son back in my homeland!!! My son's still a baby... The brat doesn't even know my face, dammit!!

It explodes

Luffy: Whoa!?
Hachi: The slaves always have the collar around their neck.. if you break the chains and run off, the collar will explode...

The noble lets their dog pee on the body, and he himself shoots the body, saying how disgusting it is.
In the last page, Luffy snaps seeing how they treat the dead pirate, and tries to attack them, but Hachi holds him back begging him to restrain.

These Tenryuubito, the Heavenly Dragon folks, are ruthless coldblooded BASTARDS for sure. Yet another example of massive corruption within the high ranks of the WG...
And we now know the answer to why there's a kidnapping ring going on so close to the HQ of the WG.
Because the WG nobility themselves are probably buying their slaves off human trade market!!!

The son asks his dad for a new one, and the father replies that he doesn't decipline his slaves well. Then starts to talk about his pirate captain "collection" but the page scan is cut off there.

So yeah, these folks don't even look at non-Tenryuubito as human beings. Just a toy or a pet.
