i dont remember the story quite well. So this is a total guess. The voice actor probably got changed due to several possible reasons.

True. Because i think i have heard the same characters voice in later episodes. As well as even in Movie 07.

aye, choppers voice actor was changed for quite a while but he came back. The reasons were unknown.
