can anyone tell of a good video editor, with some good effects/transitions such as 1 video playing on top of another, i only have windows movie maker and it is not all that good.

Back in my old editing days I used Adobe Premiere 6.5
And it's pretty good, though I also recommend Sony Vegas

does anyone know how those effects where you edit out a section of a video clip, like a person and then have it overlap with another video clip? i have seen this in a few places, and i was wondering how to do it.

You can do that in Vegas and Premiere i believe, its a very time consuming process though, considering you're constantly having to add keyframes and possible recut the image to accurately define the movement and mask it well...

But both also operate a basic cutting facility (called cookie cutter in Vegas), and allow Photoshop like functions (considering it runs on a similar layer basis) such as layer setting (Lighten, Darken etc.) as well as Opacity controls and other awesome effects and transitions...

I use Movie Maker 2 for all my videos. And it works great.
